CIRJ Concepts, pronounced “SURGE” Concepts, is professional Delaware Web Design & Development, Graphic Design and Computer Services firm that is now offering Video Production and Photography enhancements. CIRJ Concepts is now serving the entire United States with our web design and graphic design services.
At CIRJ, we pride ourselves on our ability to offer you professional services at affordable pricing without you losing quality or client service. Actually, we provide first class client service to make sure every experience with us is one that exceeds your expectations.
CIRJ Concepts was created out of a need in Delaware and the US as a whole, to help Small Businesses thrive in today’s marketplace. As a small business, we realize the challenges and complications that come with competing in a state and a country filled with large corporations that are difficult to compete with and with many, difficult to deal with.
CIRJ is an acronym that represents our family; Charlie, Isabella, Rusty and Jerry. Although, since our inception, we have added a new member to our family, Dapper. We believe in family and friends and treating people right. This is how we have become what we are today, operating solely on a referral basis.
We have extensive experience and training in each service we provide. We guarantee our design work; we will design until you love it. Each project is customized to your needs and your budget; our Done Your Way philosophy of doing business that is ethical and promotes a positive experience.
Charles (Charlie) Jester, Owner of CIRJ Concepts in Lincoln, Delaware, is an independent thinker with a desire to provide a better form of client service and to offer affordable designs and computer services to help you succeed. Charlie believes in business practices that are ethical and fair. Anyone who needs our design services should be able to afford them as money should not stand between you and your business or personal success.
As part of our striving to do better, we have started accepting no-fee payment plans for services and offer financing through PayPal on products. We trust and respect our clients and our goal is simple; to provide total client satisfaction.
Everyday we strive to ”CIRJ Ahead” with hopes of eventually providing good jobs to people in our area that value the “client first” practice and hold our core business values. It is always so much more than money for us. It is helping others and providing what they need.
We now offer an online electronics store that includes items such as Computers and Laptops, External Storage Devices, Printers, Wireless Networking gear, gaming consoles, Cameras, monitors and much more. We also offer a free personal shopper service where you tell us what you need and we take the guess work out of your electronics shopping. We will provide you with several options, assist you in ordering and set up the product if you need (setup is not a free service however).
If you have a project and you are not sure who to call, check with us first. It is likely that we can do it for you even if it is not listed in our services area of our site.
We operate our business on a “Done Your Way” philosophy meaning we are here to serve you and to make sure we exceed your expectations along the way while making everything you need affordable and professional.Charles Jester - Owner, CIRJ Concepts

Windows 8 is a big change from previous versions of Windows in that it includes, at startup and whenever you want, the new Start Screen (Live Tiles). The tiles you see when you first boot up into Windows 8 make up what is called the Windows 8 Metro style Start Screen. Just to be clear, not all of the tiles are actually “live” in that they refresh automatically, but these tiles offer a new way to re-arrange your content, favorites and shortcuts along with live updates on tiles such as News, Stocks and Weather. Windows 8 was developed with touch devices in mind so if yours does not have touch just follow the steps we give you and you can have a great experience with Windows 8.
So, how do you go about customizing the Start Screen on Windows 8 so you can work easily, know where things are and learn how to add and remove them. This is where we will focus today; on how to customize your Start Screen and tiles in Windows 8 to better prepare you for a slow journey into learning this newer operating system by Microsoft.
We may use Live Tiles and Start Screen interchangeably. Just remember that a live tile is one tile and when we refer to Live Tiles we mean the start screen.
You may find that organizing tiles that are related will help you remember where they are. You have full control in doing this so make it what you want.
Most of the time when you install a new program a tile will automatically be created for it and placed on the Start Screen. It will be placed at the very last spot in the tiles setup so you will need to find it and drag and drop it where you want it to go.
We wanted to make sure you are fully able to move between the Start Screen and the Desktop. Once you get to the Desktop side, things begin to look more like previous versions of Windows. When you first boot up and the Start Screen loads, click on the ‘Desktop’ tile. Once you do that, you will be taken to your actual desktop. To move back and forth, use your ‘Windows’ key on your keyboard; it has the Windows logo on it. That key will take you back and forth between the two. Of course there are other ways to navigate and we will cover more in our next blog post.
We at CIRJ Concepts offer Windows 8 training as personal, one 0n one, or in small groups. Let us know if you need our training services by contacting us and we will set you up with an appointment. You must provide your own computer or laptop.
